Andrew Gilmour

Andrew designed Sovereign Carbon Securities and founded AeonLoop to make that architecture available to any government or institution that needs it.

Background

Andrew founded Laconic Infrastructure Partners Inc. and served as its Chief Executive Officer. He designed Sovereign Carbon Securities there, answering a question no one had settled before it: how a sovereign government can monetize its own natural capital at scale, in a form international institutional buyers are able to hold. The structure was selected by The Bahamas for its blue carbon monetization program.

Since founding AeonLoop, his work has been to take that structure apart and rebuild it as something portable. The governing argument is that none of the components are new. The assembly is.

He writes and speaks publicly on carbon market structure. He was the keynote speaker at the Singapore Carbon Market & Investor Forum in 2024, appeared at the Milken Institute Global Conference in 2025, and spoke at the First International Conference on Sustainability in the Judiciary in Brasília in 2024. His TEDx talk,How AI and financial innovation could save the planet, makes the case to a general audience. His public series, No New Parts, sets out the case for treating carbon as the output of a productive enterprise rather than as a single-use environmental benefit.

Andrew advises on Article 6.2 program design, corresponding adjustment and permanence obligations, CORSIA eligibility, institutional fund architecture, and the accounting treatment that determines whether an institution can carry an environmental asset at all. He is based in Chicago.
