Jose Nicanor Gonzales

Jose has run a ministry, a national investment promotion agency, and a navy's finance directorate. He understands what a government needs from a program of this kind because he has sat on the receiving side of one.

Background

Jose served as Minister of Production of Peru, with responsibility for fisheries and industries. Before that he was Managing Director of ProInversión, Peru's national investment promotion agency, where he chaired the Energy, Hydrocarbons and Telecommunications Committee and worked on the structuring of concessions and public-private partnerships that had to survive both political scrutiny and international investor diligence.

He is a retired Rear Admiral of the Peruvian Navy, where he served as Director General of Economy and Finance and as Senior Liaison Officer to United States Fleet Forces Command. He has also served as Chancellor of Universidad Privada del Norte and Vice-Chancellor of Universidad San Ignacio de Loyola, and he teaches public management at Universidad del Pacífico.

Jose and Andrew have worked together for more than a decade, including as colleagues at Laconic Infrastructure Partners, where Jose served on the board. At AeonLoop he is a working partner on client deliverables, not an introducer. His contribution to a sovereign engagement is the part that outside advisers usually get wrong: what a ministry can actually execute, in what sequence, and against which internal constraints.

He was educated at the United States Naval Academy, the Massachusetts Institute of Technology, and the Harvard Kennedy School.
